Haryana powers up competitive bidding

Due to a severe power crisis, the Haryana Power Generation Coorporation Limited (HPGCL) has begun the process of competitive bidding, in accordance with the guidelines issued by the ministry of power, for determination of tariff to procure power.

A HPGCL spokesman said the corporation has invited bids to procure 3,000 mw power from existing generators and traders. They have to submit proposals to supply a minimum of five mw and a maximum of 2,000 mw of power. Supply would begin next year and the purchase agreement would be for minimum seven years. The corporation identified a site at Matenhail in Jhajjar district for development of a 1,200 mw power plant. This site has adequate water linkage and prima-facie there are no bottlenecks.

The supply deficit in the state has been increasing for the past five years. The state was planning to set up 600 mw power projects at Yamunanagar and1,000 mw projects at Hisar. About 1,000 mw was expected from central power sector projects, expected to start during the 11th Plan. HPGCL has also planned to procure power of around 3,000 to 3,200 mw, from the Centre, to bridge the gap between demand and supply.

The bidder would be free to contract with any one other than the licensee or a consumer within Haryana to fulfill project capacity. The financial and technical parameters as well as other bidding criteria have been given in the request for qualification (RFQ) documents issued by HPGCL for which the deadline will be June 29.
